Joe Hallgarten’s association with PPP dates back to 2010, when as a Clore Fellow he joined a Points of Contact cultural policy exchange to São Paulo, Rio de Janeiro and Fortaleza in Brazil.

A former primary school teacher, Joe has worked for Creative Partnerships as Learning Director; at Creativity, Culture and Education as Director of Cultural Programmes; at The Education Foundation as Head of Development and Research; was a consultant to the Education Programme for the London 2012 Olympics; and for the Royal Society of Arts, where he is Director of Education and also served as Interim Director for RSA Global. He also graduated with distinction from an M.Res postgraduate degree in International Relations at QMUL.  Joe is now a consultant for the Education Development Trust, among others, and his research focuses on international education, creativity and development.
